SUR L’IFA

L’Internationale des Fédérations Anarchistes (IFA) a été fondé durant la conférence anarchiste internationale à Carrare en Italie en 1968 par les trois fédérations existantes européennes de France, Italie et Espagne ainsi que par la Fédération bulgare en exil en France. Pour contrer l’internationalisation de la puissance des Etats et du capitalisme qui développent leurs influences plus que jamais rapidement à une échelle mondiale, l’IFA a depuis visé à bâtir et à améliorer des structures anarchistes internationales fortes et actives (...).

PACTE ASSOCIATIF DE L’IFA

PREAMBULES

L’IFA est une organisation internationale de fédérations anarchistes qui se rattache, par son pacte associatif et son action, aux principes de la première Internationale Anarchiste qui s’est constituée à Saint-Imier en 1872.

L’IFA lutte pour :

 Abolir toute forme d’autorité qu’elle soit économique, politique, sociale, religieuse, culturelle ou sexuelle.
 Construire une société libre, sans classes ni Etats ni frontières, fondée sur le fédéralisme libertaire et l’entraide.

L ’action de l’IFA se basera toujours, tant au plan pratique que théorique, sur l’action directe, contre le parlementarisme et le réformisme,

Les fédérations, adhérentes à l’IFA, s’engagent à développer entre elles la solidarité la plus efficace dans tous les domaines ; à coopérer et coordonner toute initiative ; à fournir une aide régulière à l’IFA et à son secrétariat ; à développer, à l’échelle mondiale, l’action anarchiste. Chaque fédération étant autonome dans sa propagande et son développement.

ADHESIONS ET DEMISSIONS

Pour adhérer à l’IFA, une fédération doit ;

 Se reconnaître dans son pacte associatif et son action définis dans les congrès.
 Présenter sa demande d’adhésion au secrétariat qui s’engage à la communiquer à tous les membres de l’IFA, En l’absence d’opposition, de la part des fédérations adhérentes, formulée dans 1 ’espace de 6 mois, 1 ’adhésion devient immédiatement effective, Elle devra être ratifiée, à l’unanimité, par le congrès suivant. En cas d’opposition, seul} le congrès peut réexaminer la demande adhésion,

L’adhésion implique le versement d’une cotisation dont le versement est déterminé en congrès,

L’IFA souhaite l’existence d’une seule fédération anarchiste par pays, mais, ne reconnaissant pas la géographie politique imposée par les Etats, accepte la formation d’autres fédérations à l’intérieur d’un même territoire, dans le cas où la fédération déjà adhérente ne formulerait pas d’opposition.

L’IFA accepte l’adhésion de fédérations pluri-nationales qui entendent, de cette manière, développer, à l’intérieur d’aires géographiques et/ou linguistiques contiguës, la pratique de l’internationalisme anarchiste.

En cas de constatation, par le secrétariat, de non activité durable et confirmée de la part d’une fédération adhérente à l’lFA, celui-ci s’engage à en informer tous les membres de l’lFA. En l’absence d’opposition de la part des fédérations adhérentes, formulée dans l’espace de 6 mois, la démission sera considérée effective. Elle devra être ratifiée, à l’unanimité, par le congrès suivant. En cas d’opposition, seul le congrès peut réexaminer cette démission.

Au cas où une reprise d’activité serait constatée, cette fédération peut proposer sa candidature à l’lFA, conformément au pacte associatif.

En l’absence d’organisation fédérée au niveau national, peuvent adhérer à l’lFA aussi des groupes qui s’engagent, à l’intérieur de leur territoire de référence, à créer une fédération. Cette adhésion ne pouvant être que provisoire, les fédérations de l’lFA se réservent le droit, dans le cadre de leur congrès, de reconsidérer cette adhésion si elle n’a pas encore débouché sur la constitution d’une fédération. La nouvelle fédération doit faire sa demande d’adhésion à l’lFA.

CONTACTS INTERNATIONAUX

L’IFA entretien des liens cordiaux avec l’ensemble du mouvement libertaire mondial dans sa lutte contre toutes les formes et structures de domination (échanges d’informations, solidarité, etc.) et peut inviter ses délégations à assister à ses travaux

LES CONGRES

L’IFA se réunit en congrès au moins tous les 3 ans. Le congrès décide des orientations et des axes d’action de l’lFA à l’unanimité.

Un an avant sa tenue, une réunion du secrétariat, avec les personnes chargées des relations internationales des différentes fédérations, définira l’ordre du jour, la date et le lieu du congrès de l’lFA.

Le Congrès délibère sur les initiatives de l’organisation et confit, à l’unanimité, le secrétariat de l’lFA, chargé de mettre en application les mandats du congrès, à une fédération adhérente qui nommera ses membres.

LE SECRETARIAT

Le secrétariat, en outre, a pour tâche de prendre soin des relations avec les personnes chargées des relations internationales au sein des différentes fédérations adhérentes, qui se réuniront conjointement et/ou par aire géographique, au moins tous les 6 mois.

Le secrétariat représente l’lFA et a pour tâche d’oeuvrer à la fois à son rayonnement et à son développement.

En outre :

 Il stimule les contacts et le débat internes de l’lFA.
 Il signale les cas pour lesquels il est nécessaire de développer l’entraide internationale.
 Il édite un bulletin fédéral, point de référence, pour la correspondance et le débat interne de l’organisation.
 Il s’occupe de l’édition de matériel de propagande, portant sur les résolutions et l’action de l’lFA.
 Il perçoit et gère les cotisations que les fédérations versent régulièrement pour le soutient de l’activité de l’IFA.
 Il rend compte de ses activités et de l’exécution de son mandat.

Le secrétariat se présente démissionnaire devant le congrès.

RESPECT DU PACTE ASSOCIATIF

Le non respect des engagements matériels et éthiques qui précédent, constitue une remise en cause, de fait, de l’adhésion à l’lFA qui sera ratifié par le congrès suivant.

MODIFICATION DU PACTE ASSOCIATIF

Toute proposition de modification du présent pacte associatif doit être portée à la connaissance de toutes les fédérations adhérentes, au moins 1 an avant le congrès qui devra l’examiner.

The International of Anarchist Federations (IAF or IFA) was founded during an international anarchist conference in Carrara in 1968 by the three existing european federations of France, Italy and Spain as well as the Bulgarian federation in french exile. IAF-IFA PRINCIPLES

PREAMBLE

The International of Anarchist Federations (IAF - IFA) is an international organisation of anarchist federations which, through its statement of principles and action is related to the principles of the First International set up in Saint-Imier (Switzerland) in 1872.

The IAF - IFA fights for :

 the abolition of all forms of authority whether economical, political, social, religious, cultural or sexual.
 the construction of a free society, without classes or States or frontiers, founded on anarchist federalism and mutual aid.

The action of the IAF - IFA shall always be based on direct action, against parliamentarism and reformism, both on a theoretical and practical point of view.

The federations joining the IAF - IFA commit themselves to develop the most efficient solidarity amongst them in all fields of activity, to cooperate and co-ordinate any initiative, to provide a regular aid to the IAF - IFA and its secretariat, to develop, at a world level, the anarchist action. Every federation being autonomous concerning its propaganda and its development.

MEMBERSHIP AND RESIGNATION

To join the IAF - IFA a federation must :

 acknowledge the statement of principles and the action of the IAF - IFA as defined by the congresses.
 present its demand for membership to the secretariat which is committed to communicate it to all the members of the IAF - IFA. If no opposition from an adherent federation is raised within the next six months, the membership immediately becomes effective. The latter will have to be unanimously ratified by the next congress. If an opposition is raised, only the congress can reconsider the demand for membership.

Membership implies the payment of a subscription the amount of which being determined by the congress.

The IAF - IFA wishes that only one federation should exist in a country. Nevertheless since not acknowledging the political geography imposed by States, it agrees with the constitution of different federations within one same territory providing the existing federation, member of the IAF - IFA, raises no opposition.

The IAF - IFA accepts the membership of plurinational federations that wish by that means to develop the exercise of anarchist internationalism within contiguous geographical or linguistic areas.

Should the secretariat be aware of durable and confirmed inactivity from a member federation, it is committed to inform every member of the IAF - IFA. If no objection is raised by any member federation within the next six monts, the resignation will become effective. The resignation will have to be unanimously ratified by the next congress. If an opposition is raised, only the congress can reconsider the resignation.

Should a resumption of activity be notified, that federation may propose its application for membership to the IAF - IFA in accordance with the statement of principles.

In the absence of any federate organisation at a national level, groups may also join the IAF - IFA, providing they commit themselves to the creation of a federation within the boundaries of the territory they refer to. That membership is but provisory, the IAF - IFA reserving the right, within the frame of the congress, to reconsider such membership if it has not led up to the constitution of a federation. The new federation must apply for membership to the IAF - IFA.

INTERNATIONAL CONNECTIONS

The IAF - IFA fosters cordial links with the whole anarchist movement in its fight against all forms and structures of domination (exchanges of information, solidarity, etc.) and may invite its delegations to attend its sessions.

CONGRESSES

The IAF - IFA gathers in a congress, every three years. The congress unanimously decides on the orientations and lines of action for the IAF - IFA.

One year before it gathers, a meeting of the secretariat and the people in charge of the international relations in the different federations, will define the agenda, the date and place of the IAF - IFA congress.

The congress debates on the initiatives of the organisation and unanimously entrusts a member federation to name the members of the IAF - IFA secretariat which task is to put into practice the mandates defined by the congress.

SECRETARIAT

The secretariat has the task to take care of the relations with the person in charge of international matters in each federation. They will meet together and/or within geographical areas every six months.

The secretariat represents the IAF - IFA and has the task to work to its influence and development.

Furthermore :

 it stimulates contacts and internal debates of the IAF - IFA.
 it advertises the cases for which it is necessary to develop international aid.
 it publishes a federal bulletin, point of reference for correspondence and internal debate in the organisation.
 it takes care of the publication of propaganda, material linked with the resolutions and actions of the IAF - IFA.
 it gives an account of its activities and of the execution of its mandates.

The secretariat presents itself as resigning before the congress.

RESPECT OF THE STATEMENT OF PRINCIPLES

Not to respect the practical or ethical commitments listed above calls into question, de facto, the membership to the IAF - IFA. That shall be ratified by the next congress.

MODIFICATIONS TO THE STATEMENT OF PRINCIPLES

Any proposal concerning a modification to the statement of principles hereby has to be presented to all federations members of the IAF - IFA at least one year before the congress that will examine it.
